Sponsoring brother who currently is in Canada with TFW

Hello I'm posting on behalf of a friend who is now a Canadian citizen. She wants to sponsor her brother as the company he was working for terminated him due to "economic" reasons so they are desperate to have him stay here. She has no other family in Canada so would she be able to sponsor him so he can remain in Canada and not have to go back home if things don't work out.

If either of her parents are alive, no she cannot sponsor him. Parents take priority.
