I am a PR holder currently living in canada for two years. Next year is our third year and planning to apply for citizenship but next year also im gonna marry my fiance. Can i sponsor him even if my application for citizenship is still on process?

Yes, but only for a short vacation (since as a PR sponsoring your spouse you need to be living in Canada). As I'm sure you know already, make sure someone checks your mail while you are out of town to ensure you know about anything CIC sends you.
