Basically No.

Thanks for the reply! So what can I do?
What is reason behind her to overstay?

Her child is the reason why she overstayed. She gave birth to my niece in the US 3yrs ago.
Our original plan was to file sponsorship for my mom(also overstaying in the US), but it is currently on hold
until 2014 I think. So sponsorship now falls unto my sister(overstaying) and her child(US citizen). I hope
someone can give me an idea about the situation. Thanks for the reply. 8)

I'm not clear if the person you are asking about is your sister or your sister-in-law.

Regardless, it's unlikely that sponsorship is an option. She will have to qualify to immigrate to Canada independently through the federal skilled worker program or something similar.

Thanks for the reply. She is my sister, but I am not qualified to sponsor her as of the moment. 8)
