Posting for a friend. He's trying to bring his wife and baby to Canada. He got his citizenship a few months ago. She is highly skilled so this may help. He wants to move from where he is but is worried that a change of address will somehow influence the approval process for his sponsorship. Is this concern warranted? Is there a government webpage that may explain this so I can show him? Is there a phone number to call that he can get verbal confirmation? If he gets a PO box for a permanent address will that look bad?

On another note: Will the newborn baby help or hurt the approval speed? She won't be able to work as easily and her skills are a big plus in her approval I would think. Or would the government be more compassionate so his family can be reunited?

A change of address won't impact the application. If he happens to be moving outside of Canada, he needs to list his address as being outside of Canada and include proof with the application that he plans to permanently relocate back to Canada once her PR visa has been approved.

The fact his wife is highly skilled won't have any influence on application processing times. The fact they have a newborn baby won't speed up processing times. If the baby was born after he became a citizen then the baby is a citizen as well and he should apply for proof of citizenship for the baby (rather than PR).
