Hello so I am wondering how I can go about with this situation.
I am a permanent residence and my wife a Canadian citizen sponsored me 3 years ago.
The City where i am from had been hit with a horrible earth quake and i lost majority of my family ( aunts, uncles, cousins) and grandparents who were left penalized...
A few months before that my brother-in-law has been put into jail for literally no reason (he lives in iran), he has lost everything, his shop, his money, car, life, sanity and almost his kids (has a wife and 2 girls under 14 years old) multiple times a month they take him to court for basically nothing new to say it seems like it is just a way to bother him and his family, he is not able to work and make any money for his family because of the situation, his living situation is very poor, and has been living in a tent since the earthquake had hit. He is a very popular photographer in the city where he lives. He has never had any issues with the government before or any police, but out of nowhere this situation had occurred where he was put into prison for 4 months not being able to see anyone in his family not even wife or kids. The reason why they had arrested him was they said it because of politics.. and he's not a political person and doesn't understand the situation, but he has not been able to get a clear understanding of why him and what the situation is. he is very worries that if he goes back to jail he won't be able to come out this time and how can he help his family when he is the breadwinner of the family.
I am very worried for my sister and brother in laws safety and health due to this whole situation i don't want this to be the horrible life they live.
Please can someone explain to me or help to see how i can apply for them to come to Canada, what do i need? can I bring them or can my wife do it? is it even possible? under what states can i bring them? If its money related we don't have an issue or law related we don't have an issue at all.
any advice is good advice and would appreciate it.

No way they can be sponsored as you are married. They'll have to get a visitor visa and apply as refugees, but getting one is very difficult.
 
My problem is that they are not refugee they are citizens of Iran. and i want to bring them as PR not just visitors where they have to go back.

Do they have skilled work experience and know English? They can apply as skilled workers.
 
Agreed there is unfortunately no way for you to sponsor them. To come to Canada as permanent residents, they would have to qualify on their own through an economic immigration stream like Express Entry.

They have to qualify and apply on their own. Express Entry is an economic immigration program that is points-based (meaning those with the most points are selected). Points are awarded for things like level of education, amount of skilled work experience, language skills (demonstrated through a language test), age, etc. Right now you need to have 440+ points to be selected from the pool of candidates.
