Sponsoring a child, while parents must be in Canada

A friend of mine, who is a PR, is wondering what the process would be for her if she delivers a child out of Canada. Sponsorship program says that PRs must be in Canada, but how she can be in Canada if her baby is not here. She cannot leave baby out of country and return to Canada. What are the chances to get a visitor visa for a baby, so that they can apply for sponsorship for the baby in Canada?

The visitor visa for the child may be approved or may not be (I don't think anyone here can give you a %). If the visitor visa is refused, one of the PR parents would have to move back to Canada and sponsor the child while the other parent remains behind with the child.
