there is no minimum income requirement for sponsoring a spouse or a child, so there is no "income threshold" for this type of application.

IRCC will want to see how you intend to support your child/spouse without needing to go on welfare. there are many ways a sponsor can show this in their application, if it's required.

By indicating "going on welfare", do you mean If the kids are here and become PR, I can't apply for them as recipients of CCB & or OCB?

The 'child benefit' from the government is not welfare, so you can apply for it for your children. Welfare is what you get when you do not have a job, do not have employment insurance, and have no way to support yourself.
