For PR? Are you a PR or citizen of Canada with no spouse, children, parents and grandparents, and no family in Canada? If so, maybe. If not, cousin immigrates on own merits.

Just want to clarify. You need to have no spouse, and no children and your parents and grandparents are not alive anywhere in the world.
And then you have no other family in Canada.

If so, you can try with the "lonely Canadian" route.
