Oh geez I didn't think it would cost 15k to go to a high school. That's not an option for me right now.

Tourist Visa will at least give her an insight on what it would be like to live in Canada, while my mother goes through the adoption process.

Unfortunately given that she is an orphan it may be very difficult to get a TRV because she will have no ties her home country. If you ask for a long stay that will also be a warning sign and the TRV will likely be refused. Unfortunately this is going to be a long process.
