My partner (Canadian) has been arrested twice for graffiti in Quebec. Once recently and the other a few years ago. Both times the officers spelled his last name wrong in different ways so he didn't pay the $1000 fine. I know he should before he applies to sponsor me but would he need a pardon before we apply?

Sorry if this info is readily available. I've spent endless hours researching how to apply as an independent and skilled person but small technicalities disqualify me.. so marriage it is. Any hope this way would be easy?
 
He shouldn't have a problem sponsoring you. He should however deal with his summons. Minor mistakes in spelling do not invalidate charges against you in Canada. By now there are probably warrants out for the charges and you probably don't want to arrive in Canada as a new PR and spend visiting hours in Bordeaux Prison with your significant other! :confused:
