Hello.

My parents applied for PR in the late 90s and we (parents + 2 kids) landed in 2001. My sister and I lived in Canada and became Canadian citizens, got married, had kids, and continue to live here.

My parents ended up not meeting RO as they only spent 3-4 months a year here from 2002 to 2005. In 2007 or so, they abandoned PR and got Canadian visit visas, and visited us every year or so for a few weeks.

My father passed away earlier this year, so my mum is now by herself in the UAE. I would like to eventually sponsor her to come to Canada (hopefully in the next 2-3 years). She has a visit visa that's valid for another 3 years, so shorter visits in the interim are not a concern.

Besides the yearly PGP, which might be lottery based again next year, are there any other ways to sponsor her?

Will her previously-abandoned PR have any affect on sponsoring her?
 
Yes - you can certainly sponsor her for PR.

The PGP lottery is the right way to do this. Her previously-abandoned PR won't have an impact.

If she's physically in Canada, you could also try applying for immigration via the H&C route. However I'm not sure I would recommend this given the low approval rates for H&C and the fact she previously abandoned PR (this will likely work against her for the H&C application).
