My friend is living alone as a PR and she wanna sponsor her siblings & their families.
1) Can she submitted three sponsorship applications at once?
2) Can she bring her in laws with her siblings?

As mentioned by @Buletruck, parents take priority over siblings. She must sponsor them instead. If they don't want to be sponsored, she is out of luck. She still can't sponsor her sibling and it would have been a single sibling anyway, not multiple. If, in future, she became eligible to sponsor a sibling, that would include the spouse and any dependent children.
