In what scenario? He can co-sign for his own family, not yours. If for PGP and your application was selected, no.

No - not eligible. Only your spouse can co-sign.
In terms of why not, these are the IRCC rules.
No. Either you or your brother can sponsor your parents.
And if you get invite, your spouse/common law partner can be the co signer.
If your brother get invite to apply, his spouse/common law partner can be the co signer.
He cannot be the co signer of your PGP application.
