Sponsor one daughter and wife

Can please any body help how to get visa for my wife and one daughter . I'm Canadian citizenship with 3 child also Canadian citizenship, I am working outside Canada , I applied for them twice for vist visa but the emmpasy rejected twice.
If any person can help it's will come. Thanks

Forms are in the link below. Note that in order to sponsor while living outside of Canada, you must demonstrate that you have plans to relocate to Canada and live here once the PR visas are approved.
