Hi, I've sponsored my wife for permanent resident last June here in Canada. We have recently received an email stating she is being accepted as initial stage (apparently, we still need to wait 8 more months in order to get PR card). Just wondering if she is allowed to go outside of Canada (1 month)while waiting the PR? Ive phoned CIC, they said it's not guarantee 100% that she will be able to enter Canada. Anyone know the reason?

As far as CIC is concerned, she only has "visitor" status. Like any visitor, she could be "bounced" at the border on reentry. The PR application gives no special authority to enter the border.
 
She's from Taiwan. We have also applied her stay here in Canada, so immigration had gave her a temporary resident paper. That means she is ok to go outside of Canada while waiting for PR?
 
Yes, as long as she understands that reentry is not 100% guaranteed, just as CIC told you.

If she left Canada for a long time (like a month or more) then CIC could think she has left Canada permanently and will just cancel the application.

If she leaves for a short time, when she gets back she will need to enter as a visitor. This is not 100% guaranteed so if for any reason the immigration officer decides to not let her enter Canada, the entire inland app is cancelled and you'll need to start over from the beginning. With a visa-exempt person or one with a valid TRV, the chance of denial of entry is small... but it still exists. Just know the risks, and do what you need to do.

Is her application Outland or Inland? If Inland it's not advisable to leave Canada. If Outland leaving Canada is ok and even though re-entry is not guaranteed however it's unlikely she would be prevented from entering.
 
Thank you very much all. Then we rather not take the risk since we have been waiting for so long. She is just homesick, and would like to go back for couple weeks.
