Want to sponsor my parents.
I have just moved from USA to Canada as a PR on 21th Jan 2013, so would get my first NOA in 2014.
I have worked in USA for 2011 & 2012 and do have tax returns.

Can I combine these documents and submit for the 3 years NOA, Would this be considered or will the file be rejected?
 
The file will be rejected.

You need three NOAs and the income must be from Canadian sources.

When you say source has to be Canadian income did you mean NOA has to be Canadian?
The reason I ask, I work for a US company for which I daily travel across the boarder. Now if I have search a job in Canada to sponsor them I will.
 
The NOA has to be Canadian. Normally the income has to be Canadian as well, however if your primary residence is Canada, you are filing taxes in Canada and you are commuting to the US for a job only - then I believe your US income should be counted. There is a section of the manula that deals with exceptions. I don't have time to find it now but will do so sometime tomorrow.

If your 2013 meets the parents LICO requirement, then if current rules continue with 2013, 2014 and 2015 NOAs, you would be able to sponsor your parents in January 2017. You would not be able to sponsor in January 2016 since you would need to wait too long to get your 2015 NOA.

The problem, Rob, is that even if they were able to get their 2015 NOA for Jan 2016, even if the 5000 isn't reached, there is no 2015 income minimum listed for CIC agents to compare too. Just like there is no 2013 minimum income listed for 2014. Agents will likely reject the 2013 NOA because 2013 minimum income are not released yet. They cannot use 2013 NOA for 2012 level and there isn't any 2013 numbers released to compare 2013 NOA to. CIC probably won't even release 2013 minimum requirement numbers until probably latter half of 2014 or long after the April 30th income tax deadline for 2015 Jan sponsorship.

Right, so either way they are looking at January 2017 to apply.

The LICOs for 2013 may already be available, but just CIC is not posting them. I believe Quebec has already posted their 2013 LICOs.

Do you really think CIC is going to accept 2013 NOA because Quebec releases their 2013 before CIC does? Not likely.

No i'm saying that CIC most likely already has the 2013 LICO numbers established already. It's just they know very well that no Canadian will have the NOA/Option C for 2013 in time for the 5000 cutoff, so they didn't even bother showing it for the application package as nobody could use it.

It is likely that Quebec released the 2013 LICO to tick of Canada CIC as Quebec does have a say in immigration procedure as well. Otherwise why not Quebec wait and released the numbers same time as CIC.
