You cannot sponsor your mother and brother unless you meet LICO and apply for the Parents and Grandparents program, and are selected in the lottery. Then they can apply for PR.

If you want your brother to study in Canada, then he needs to get admission into a school and apply for a study permit. He would have to pay international tuition so you want to show around $25k per year in the bank. He cannot work as a high school student. As for your mom, she can apply for a visitor visa but cannot live and work in Canada. She could stay up to 6 months.

What is your status in Canada?

Even if you are able to get selected to sponsor your mother and meet the eligibility requirements it will likely be multiple years before they can come to Canada. If your brother wanted to try and come and study in Canada you would need to pay 10-15k/year for him to attend public school and your mother would likely not be able to accompany him at all or throughout his whole studies. Would suggest you focus on having him study at the postsecondary Level unless funds are not an issue for your family. Paying to study in high school and likely be separated from his mother for all or part of his studies is probably not the best option or the best use of your savings unless you have a large excess of savings.

You can. A supervisa is for long term stays over 6 months. What about your brother? He can’t apply for a supervisa. He can’t stay that long. Is he coming as a student or visitor? To get visitor visas, they need to show funds, travel history ties to home country etc. If a student, you need to start looking at school admissions and pay the tuition fee. Tuition for Public schools will be anywhere from $10-20k per year depending where you live.

I don't believe a parent on super visa can include a dependent. So only your mom will be able to stay longer. Plan for 2 months visit on visitor sounds possible.

Does your brother have school break in March? He should really be applying to travel during school vacation unless you have obtained a study permit beforehand. If not I would suggest your mother and brother apply to travel during school vacation. Your mother should have proof of approved leave from work, funds to support their travel, proof of other ties to her home country, etc.
