Sponsor mother and younger brother?

Is it possible to sponsor both my husband's mother and 12-year old brother together as permanent residents? His father has passed, and they have no source of income except from us. It would be better for us financially to support them if they lived with us.
Any ideas would be appreciated. Thank you

If you and your husband meet the income requirements for past 3 years, your husband can enter the parents lottery in January 2019, and if he's lucky to be picked he can then sponsor his mom and brother.
