It means if the applicant got medical request signifies sponsor has been deemed eligible?
I cant say - maybe not maybe yes

But when it's checked? Before in process or after? Before medical or after? How do I know for sure that sponsor is Eligible? Through gcms notes for sponsor?
 
You can still be refused later based on the fact that your spouse is on disability. Until you have landed you can still be refused.

Why would an immigration officer waste time , energy & resources on the application which she/he knows can be rejected in the beginning itself owing to sponsor's ineligibility!!!

You would have received Sponsor Approval when the app was transferred to the local VO.

Being on disability does not make a sponsor ineligible. The potential issue would come later on in the app when the VO looks at the financial situation. The app could be refused on the basis that the VO doesn't believe the couple could support themselves without welfare.
