How many years back is the canadian citizen sponsor checked to determine elgibility? Would elgibility be affected if was on social services 20 years ago or impaired driving charge 25 years ago?

No to either. They will likely see both, but you're not in active receipt now, and the DUI is long dealt with and was not violent toward a family member, I assume.
