My parents have work permit in Canada and are capable of sponsering me. But my agent is suggesting that I should rather go as an international student by applying for university.

So, would there be any difference between the two ways and how can it possibly affect my chances or tuition fees and stuff.

How old are your? Are your parents PR? If you aren’t PR, you are an international student.
 
I'm 17 right now. My parents have work permit status in Canada. I am asking that my parents can sponsor me and then I can chose and apply at an university.
Though my agent is suggesting I should file my visa on basis of my university offer letter.

I don’t understand as there is no sponsorship as an international student. You are a minor so they need to provide guardianship. You get the offer letter and apply for a study permit showing your parent’s funds and ability to pay international fees.

If you want to attend university or college, then you need to apply for a separate study permit.

There is no such thing is sponsor by non-PR/citizens. Only citizens/PR can sponsor kids and only until the age of 21.

I know for sure that kids of people having work permits go to school for free (because people with work permits pay taxes) but I am not sure about University, I think most likely you will have to pay international fees.

You pay international fees for post secondary.
