Sponser the son over 19 years

Me and all my family are Canadian citizen except one of my sons he is PR and he is studying abroad since his age was 18 , so he did not achieve the residency obligation to renew his PR card. I am thinking to let he revoke his PR and I will sponsor him again to be PR depending on this information which I found in the internet.

"Requirements for the Sponsored Person:
•The sponsored person must be in one of the following situations of dependency: ◦Less than 19 years of age and not a spouse or common-law partner; or
◦Has been an ongoing full-time student since before the age of 19 and has depended substantially on the financial support of the parent since that time; or
◦Is 19 years of age or older and meets the following: Became a spouse or partner before the age of 19;
Has been an ongoing full-time student since before the age of 19"
Can you give me your inputs in this issue??

Dependent child:
A child who depends on their parent (i.e. the principal applicant and/or the sponsor) for financial or other support. A son or daughter is a dependant of their parent when the child is:

under 19 years old and does not have a spouse or partner or
19 years old and over and has depended substantially on the parent’s financial support since before the age of 19 because of a physical or mental condition.

dependent child, in respect of a parent, means a child who

(a) has one of the following relationships with the parent, namely,

(i) is less than 19 years of age and is not a spouse or common-law partner, or
