I have been asked to submit police clearance from local police as I was not able to get my fingerprints read by FBI's system (tried 4-5 times). On the local police letter, they have mentioned that I was "cited for speed on xx/xx/xxxx".

Should I be worried? Canada immigration had asked me to get a "certificate of no criminal conviction", but the local police has given me a letter stating the above.

Is a speeding ticket considered a criminal conviction? I had paid the fine on time (approx. 3 yrs ago).
 
First of all FBI has nothing to do with speeding tickets. It is not mentioned on FBI report, if it is mentioned then it is not FBI report. I could be your local police report (State police report). But either way, it is not a criminal act, so don't worry.

Then don't worry. Speeding comes under traffic violation, it is not a criminal act, unless you were driving as DUI.
