I'm going to assume you are Canadian.

Generally this is quite difficult to do. Your fiance will need to secure a job offer from an employer in Canada. That employer will then need to obtain an approved LMIA (this process typically takes 4-6 months to complete). Once the LMIA is approved your fiance can apply for a closed work permit tied to that specific employer. Generally speaking, it's extremely difficult to find employers who are willing to go through the LMIA process.

If your fiance is 35 years old or younger, another option would be to apply for an IEC / Working Holiday Visa. However this cannot be done from Canada since you must demonstrate that you have a permanent address in Spain and are living there. Your fiance would need to return to Spain and apply from there.

If you are Canadian and plan to get married, then once you are married, you can sponsor your fiance for PR and include an open work permit application with the PR application. It will take around 4 months for the OWP to be approved.
