I am on study permit in canada and i had applied for my wife in jan23 2019 without upfront medical but after 3 month we got refusal without any medical request that we didn't fulfill the medical eligibility,again we have applied on june03 2019 and got biometric request on 23june 2019 while we did that last time also . Normally they said that biometric is valid for 10 years so why we got email again to do it.we have done that also but no update still showing file under review at ircc office.
