I am also on a PGWP since 2012 and will get married in Dec. I will be applying for a visitor visa for spouse rather than an open work permit. I did my research and had a word with a couple of people, the rejection criterion remains the same in OWP and visitor visa (mainly strong ties to home country and an assurance that the person will not stay more than the authorized time). Moreover PGWP will take 2-3 months and visitor visa will take around 10 days if the docs are complete and medicals are done prior (because your spouse will stay more than 6 months)
From what all i researched, If you have good financials, can prove strong ties, get proof of marriage (like marriage certificate), get your work documents and explain properly why your partner is applying separately then you have a very strong case for both visitor and OWP. If you go for visitor visa then once your spouse is here, they can apply for OWP from within Canada.
