Is your husband actively studying his masters full-time and how long does he have left in his studies? How long is left on his study permit?

Yes, he started in sep 2025 and that will be for 2y.

Study permit will be ended by Dec 2026, and there will be an expected extension till 2027.

So program is a two year, full time program? But is he actively studying full time? What type of support for medical condition? So he is in a two year program and didn't get permit for length or program? You apply based on your funds ($27k or whatever it is plus tuition) and ties to return. Medical condition may impact application if he isn't going to be studying.

So apply for SOWP with proof of funds and ties to return. Not sure why you didn't apply at the same time if he was taking a masters program.
