Something bothering me !!! Need advice please jes_on or seniors please

Hey guys I applied for us visa in December 2011 and got 221(g) slip and officer said further administrative processing required and once it will done, we will contact you.
When I applied my PR application under CEC in June 2014 I didn't mentioned my USA refusal because refusal letter says your case is pending and we will contact you once processing finished and my usa visa status still
Shows in processs.
After I applied my PR application, I tried to contact US immigration and they emailed me back like we sent you an email to ask for passport you never sent us so eventually your application has been expired but sadly I never get such kind of passport request email from us immigration. But my question is

1 Should I needed to mention this refusal in CEC application ?
2 I got refusal letter 221(g) first from us and then later they said visa approved and ask for passport by email but I never sent them passport because I never get an email ( would they consider refusal because not sending my passport to them )
3 is it misrepresentation in my CEC application ?

Relax..... no need to worry.

Answer:

1.if they ask you to re-submit your Schedule A form /background history form then you can do if you visited US. in your case you didnt visit.
2. US administrative processing means they will check and let you know by call or email so it not a problem. if you got a visa and you went to US then you need to show but when you submit your application after submitted the application under CEC in june,2014 its doesn't matter e.g if someone got new job in another company then he/she can update status in thier application
3. No if you have any doubt you can apply for GCMS notes.
