Some concerns

a frnd of mine was an international student when she had to drop her program in the first semester due to some family issues and had to go back home and now after 2 yrs she has applied in the same college for a diff program in ottawa starting sep 2015, but what is the process from applying from outside canada? she did her high school in ottawa and lived in ottawa for 7 yrs bcz she came originally with her family as a diplomat and then after 5 yrs her status was changed to intl student first she took a program that she didnt like and switched to another program in second yr that she ended up dropping plus i dont think she was doing too well either bcz of personal issues she had going on at that time, so does anyone know if she gets accepted this time in the new program how long with the study permit take and then the visa, btw she is applying from pakistan, n she was wondering does she still needs to take an ielts test and for her academic transcripts does she sends her high school transcripts that she had from ottawa? she only has her 10th standard from pakistan, so basically wht educational documents she will need to submit?

Normal processing time if applying from Pakistan is 11weeks but there are so many students who have been waiting for about 3 to 4months and still haven't even got any medical call from embassy.
IELTS is not a requirement to get study permit, there are few students who got their visas without IELTS.
And she would have to submit all her educational documents including her 10th grade and high school transcripts. If she has any other certifications as well, she can add it with her educational documents.
She can write in her statement of purpose about the issues due to which she had to skipped her studies.
I am not sure but i think college will accept her for her intended program of study.
