Hey There,

I got my PR card and for landed in July 2021, at the time I did not give a goods to follow list because we had no idea when we were going to actually settle and move our goods.

We officially came to settle earlier in September 2023, and when I presented my goods to follow list - the CIC officer said ‘we don’t backdate’ the list and we should have provided this at the time of collecting my PR card. I said to him that the definition of settler between CIC and CBSA is different - to which he responded aggressively saying it was...

I then said I didn’t think he was correct, because the CBSA says I shouldn’t be supplying the list until I intend to settle. ‘Settle’ was defined to me by the CBSA via an email where they said the following:

“A settler is described as all who enter Canada with the intention of establishing a residence for the first time and for a period of not less than 12 months. Persons entering Canada to become Permanent Residents (PR) without the intention of residing immediately in Canada are not considered Settlers to Canada since they do not have any intention of remaining in Canada at that time, and will live outside Canada for an undetermined period of time. Therefore, under customs legislation, these persons are considered visitors to Canada, even if they are PRs for immigration purposes.”

He did not stamp my goods to follow list and instead said the CBSA office will decide when you pick up your goods…

I since emailed CBSA who provided me with the above statement, and it is clearly contradictory to what the CIC officer said.

So, I wanted to ask for advice here - do you think I’ll be ok armed with this information and taking my goods to follow list to the CBSA when I pick up my goods? As I now fit their ‘settler’ criteria as I intend to settle for 12 months or more. I can’t find anywhere that states at the time of landing to collect my PR card I must declare the B4 list etc -the website of the CBSA just says when I intend to ‘settle’ under their definition I should provide it.

Thanks in advance for any opinions or thoughts! I’ll keep this thread updated on what happens regardless. :)

Go to your nearest CBSA office to sort it out. When you said you went to a CIC office, was it by appointment?

I missed the 'r' - so meant to say Officer!

As for going to the CBSA office, should I wait for the shipment to arrive, or do you think drop by earlier?

You should go to the CBSA office before shipment arrive. Btw, where do you meet a CIC officer?
