So which office's Appendix A should I comply with?

I was under the impression that except for temporary worker/international students resides in Canada or people with arranged employment, all other app needs to be submitted to Sydney, isn't this right? So which office's Appendix A do we need to compy? Is it Sydney? Or Buffalo, USA (which I initially thought I was going to submit to). Just a little confused.
