I am a Canadian citizen by birth. I sponsored someone who became a pr in 2013. I paid back all his welfare debts that he took as a last case scenario in an urgent family matter.
We are divorced since 2015 (april).
I have not found anyone in Canada suitable for marriage because I am Muslim and I don't want to marry anyone. I want to marry someone from my faith group for compatibility reasons and ease of understanding the religion together. Islam is a big community thing and a way of life. Its really difficult to live with an intimate partner who is nonmuslim considering the requirements of the faith. I didn't find anyone in Canada because Canadian muslims are more judgemental then anyone else. They don't like divorced ladies for one thing. For another thing, they don't like anyone with flaws or disabilities I like have.
So I did find a sincere and genuine character of a man in a foreign land who I get along with well and I'm planning to visit him in his country soon. Maybe I will marry there. I am wondering about the possibility of sponsoring him. He can come here on his own by applying to study or work which he was willing to do but maybe it will take a while . so I'm wondering if I marry him and sponsor him from out of the country, or possibly from in the country if he gets a working visa to come here, is it possible ?

You can sponsor provided you have paid back all of the welfare your former husband took and provided it's been more than three years since he landed and became a PR.
 
Keep in mind they will scrutinise your application due to the fact that you recently divorced someone who you've sponsored before, and he took out welfare.

So don't rush, and prepare a lot of evidence of your relationship.
