On or after April 18, 2017. She got PR papers in September 2016, this law was still in effect. So what's the final answer?

Sounds like you would be best off hiring an immigration lawyer to assist you.

Well, all of you say condition 51 does not apply to me but this statement states otherwise. That's why I'm confused.

It's doesn't matter whether what that statement says now, the condition 51 is no longer effective and is removed. That applies to those who got PR through spousal sponsorship before and after the date of abolishment. Other couples who got PR the same time as your wife doesn't have to follow the condition 51 anymore as well

We've given our opinion multiple times which you don't believe. Asking the same question over and over again isn't going to yield different results.

If you don't believe us and still want an answer - you have two options; (1) Call the CIC help desk and ask them [warning: they are notorious for giving out wrong answers]; (2) hire an immigration lawyer/consultant.

But seems like op does not believe, people who are commenting on this post but it's true condition 51 was abolished this year sometimes I am not sure i look online at website or call to make sure
 
"Elimination of Conditional Permanent Residence
This message refers to the elimination of Conditional Permanent Residence. Previously, persons who were subject to the condition were required to live with their spouse or partner for a period of two years after they became a permanent resident, as stated on their Confirmation of Permanent Residence document. Accompanying dependent children or those who may have been sponsored by persons under the condition were also subject to a conditional permanent residence.

On April 18, 2017 the Government of Canada cancelled Conditional Permanent Residence. This means that conditional permanent residence no longer applies to anyone.

I, too, believe OP is wishfully thinks Condition 51 is still a thing, but that does not remove the fact that if the person is determined to have committed marriage fraud, his/her status can be removed regardless of any conditions, even if she managed to obtained citizenship.
