Hi,

My name is Sheldon I'm from India and i have completed my ITI so can i work as an electrician in Canada and also i don't have any experience so can work and gain experience in Canada.
 
Others can comment/correct but being an electrician in Canada is a licensed trade and believe may need to have a Red Seal Certification given cannot assume being qualified in one country meets the requirements in another.

First though would suggest that maybe you need to build a few years experience as an electrician in your own country before considering immigration as it will likely be challengingt without experience..

In this condition can i do my apprenticeship from Canada and gain experience there? And also the red seal like is not active or could be that the servers are down.

No - you can't. Apprenticeships are only open to Canadian PRs and citizens.
