if a canadian employer finds a foreign worker and that foreign worker can later apply for permanent residence, how is that candidate assesed if the employer is claiming that they couldnt find a local to fill in that job? lmia is what im talking about. in what way would they be assessed? can someone please tell me how this part works? rsvp. thanks.
 
Your question doesnt make sense.
But if you have found a employer, they will have to apply for LMIA. You will be able to proceed with visa pricess once the LMIA is positive.
You can apply for PR from within Canada after working 1yr or whatever your contract states.
If your LMIA is for temporary work...there are some limitations to applying for PR.

Your question still doesn't make sense. You have to submit proof you have the experience that you claim you have (letters from your employers, pay stubs, etc.). CIC also sometimes contacts your employers to confirm you have the experience you say you have.
