I am a middle-aged Software Developer with 20 years' experience looking to relocate with my wife to Vancouver. I have completed my IELTS exam and my WES education assessment is due this week. I have completed the eligibility tool on Come-to-Canada and was found to be eligible to apply for an Express Entry visa.
However, from reading the information about the Express Entry, my impression is that this is a selection pool so there is no guarantee of getting this? Is that correct?

Most employers will not consider anyone without PR or a valid WP. Besides Express Entry is there a Work Permit that I can apply for without a job offer?

Yes - you are correct. Being entered into the pool is absolutely no guarantee of PR. Selection out of the Express Entry pool for PR is entirely based on how many points you have - those with the most points are picked. Right now you need to have around 470 points to be selected out of the candidate pool. How many points did you score? (I suspect your age is likely working against you.)

No - there is no work permit you can apply for without a job offer. And yes - you're right, employers generally are not willing to go through the process of hiring a foreign worker.

If you don't have sufficient points for Express Entry, you should look into the PNP (provincial nominee programs) as an alternative.

If you want the points for your spouse's education, then yes.
 
Thanks for the response. How many points might that be worth? She has a 4 year Bachelor's IT degree.
