My husband and I am considering options for the best way to immigrate.
I think I will have sufficient experience and academic qualifications to pass the Construction Estimator or Civil Engineer categories.

We would like to move over in 2 years (Once we have paid the mortgage off here, and saved up enough to buy a house in Canada). Seeing as the process takes up to 2 years, should I start the application now?

I don't see much point looking for jobs in Canada until I have been accepted as a permanent resident. What would happen if we were accepted as a skilled worker? Do I need a job offer or can we move even if I had not actually found a job at that point?

Any advice is much appreciated.
 
As civil engineers, your occupation is eligible to apply for the current FSW without any job offer. Once you get PR, you can land within the expiry of your PR visa (1 year of issue date) regardless of your job status. But after the initial landing and finishing the landing procedures, you can come back to your home country immediately. YOu will only need to live in Canada 2 years within the 5 years after landing to maintain PR. If your plan is to move in two years, this is the perfect time to apply. Depending on your visa office, you might get your PR within a year or slightly longer.
