skilled worker application since Jan 2012 with no progress:(

I had applied for skilled worker category from inside Canada since Jan 2012 then I received a letter in Feb 2012 that my file has received a positive final determination of eligibility.
one month latter buffalo/US office is closed and CIC said all files are transferred to CPP office!!
since then I did not hear back from CIC !! even I emailed with no reply!!

Can you advise me if this normal?? is it okay or I'm late??
do you think its helpful if I send a letter that I finished my second year as a PhD student in Canada even I applied under different category??

you help and advise is appreciated !!

CPP-O is still working on 2010 files.So I suppose, you still have to wait for 1 year.

Yes, I send a case specific inquiry . but they replay on me and said " if i have any question i should go the cpp-o web site"
