SINP PNP - close relatives

Hello friends,

My younger brother who lives in Ontario recently submitted his PR application. He is planning to move to Saskatchewan so I can submit my application for PNP. Since it is required that close relatives show proof of living in Saskatchewan before he can support me.

my question is;
Does the period that he is non-PR also counts toward the 1 year of living in SK?

I assume SINP will give more weightage to the time spent in Sask as a Permanent Resident. There is a page on SINP's website with all the details required for a close relative. You may find more info there.
