SINP application Ineligible but can't create an EOI

my SINP application was found Ineligible, now I am trying to create a new EOI application but the system won't give me the option

any suggestions ?

When did you apply and what is the reason for rejection?

Applied jun 2018, rejection received feb 2019, reason I did not score the minimum points. specific reason one of my nocs was not in demand by the time therefore it didnt add up 60
