Single versus Section wise LOE

I want to include the following details , section wise in my LOE

1. Passport Documents : Include an explanation that both and new passport be considered for the evaluation. PCC and medical was received for old passport while new passport application was in progress.

2. Employment Records : Include an explanation for lack of company issued reference letter.
Documents added :
Company issued service letter
Company issued relieving letter
Email proof that company doesn't issue reference letters
manager signed declaration of job duties [ notarized]
manager's business card
Tax forms
Salary slip

3.PCC : Include an explanation that US PCC has been applied for. Attach FedEx proof of dispatch for FBI.
All other PCCs are complete and included in the PCC section.

I want to highlight these points for each section. Does it make sense for me to include the LOE at the top of each section of documents or should i just use the master LOE and provide the details section wise?

please help me. I need to submit the application today.
