Singapore processing time for visitor visa

please can anyone address my question i want to know Singapore processing time for visitor visa. i want to know how they used to calculate the application submitted online...... i saw 20 days on vfs website but i am not sure if the 20 days is working days or the 20days will start counting immediately the day submitted online. Thanks

I recently helped my in-laws to apply for TRV (visit visa). They applied via local VAC/VFS (Bangladesh).

Here's the timeline:

Application submitted to VFS (Bangladesh): Dec 1, 2014
Application reached CHC (Singapore): Dec 5, 2014
Passport dispatched from CHC (Singapore): Dec 12, 2014
Passport ready for collection at VFS (Bangladesh): Dec 15, 2014

They collected the passport with visa today, Dec 17, 2014. My mother-in-law got 3.5 years (up to her passport expiry) and father-in-law got 2.5 years (up to his passport expiry).

FYI, they both visited Canada before (before my wife came to Canada).
