Although all the details aren't yet clear (e.g., an updated OP6 isn't on the website yet) I think visa offices will always be important -- to validate local documents and conduct interviews for example. So, there will continue to be contact with the visa office. For now, all we know is that they have eliminated the simplified process and "shaved" the 120 days to submit the documents to the visa offices.
