Signing up for classes when study permit expires

My cousin just recently graduated from a technical school and decided to continue to University. Unfortunately, due to the slow admission process (most likely because of Covid as well), he couldn't finish his study permit extension and lost his student status (study permit expires). He only got his letter of admission this week and already applied for status restoration. Does anyone know if he still can sign up for classes to maintain his enrollment for this term while waiting for his status to be restored?

No he can’t study or work so be doesn’t have the right to enrol.
