Siblings who hold a permanent residency status

I am trying to apply for the express entry PR under FSW program. I currently have a biological sister who holds a Canadian permanent residency status but is currently not residing in Canada. Can I still claim points for that?

No - you cannot.

She must be living in Canada in order for you to claim points.
