My brother who is a citizen doesn't have his original birth certificate to prove we have the same mother (now deceased) because he was adopted by my moms sister.deceas, closed adoption which requires court order to release such document. Is there anything else that cic may accept as proof?

If he was legally adopted by your aunt, he is no longer a sibling but a cousin. Adoption breaks the existing familial relationship and establishes a new one. You can not claim him as a sibling.
