Can I claim sibling Points for my partners sister? (They are both Canadian Citizens and are born in Canada). Currently living with my partner in Canada.

No

Even though my partner and I are common law?
Your partner is Canadian already, this only works if your partner and you were not Canadian and you both were on the same application for PR. She is already Canadian and is therefore not part of your application.

If you had a Canadian/PR sibling you could claim those points.

As said above, you would only be able to count the points if your common law partner was accompanying in your PR application. However your partner is already a Canadian and therefore cannot be listed as accompanying in your PR application.

You can't get any points from your partner.

Okay thank you! I already said yes to this and submitted my profile and received an ITA. What should I do? Decline and go into the pool again? If I minus the 15 points from my score, I am still technically over the CSR Cut off from the last round.

Should I also say no to him accompanying me to Canada as he is a citizen? I had said yes previously to this question

Yes. This question has to be changed to "no". It's impossible for him to be accompanying since he is already Canadian.

Did you receive ITA as part of the last round - or as part of a previous round?

If you subtract the 15 points, are you still above the cut off for the round in which you received ITA?

I received an ITA as part of the last round. I am still above the cut off. I am now unsure if I should decline and start again, as I had originally said my Canadian citizen partner would accompany me to Canada. However, it then asked if they are a citizen and I said yes. There is now a section for him to be filled out: accompanying PR spouse form. Advice on what I should do?

Don't decline. Include an LOE explaining your mistakes.

Where do I submit a LOE letter? Should I do this through report an technical problem?

If I submit LOE explaining me partner is not accompanying me and that I cannot claim sibling points, will they update my submission? There’s a whole section for accompanying spouse. How long will it take them to update usually? I don’t want to go through with applying for Pr and it’s wrong. :(

It's not a technical problem. You need to upload it with the rest of your forms and docs when you submit your app

I don't know what you mean about updating your submission. When you submit your app, any time it asks for something for your partner, you just upload proof of citizenship.
