My sister will do her landing next week and get her PR right away.

I want to add her to my Express entry application to get the points. My birthday is coming and I can't afford to lose ten more points.

But because she'll be recent in Canada she will not have a utility bill. She will stay at aa relative the first couple of months. If I get an ITA I will not have enough documents to prove she's in Canada. They say a utility bill is a must

Any advice?
 
Technically, you should not add her to your application before she officially gets her PR. Otherwise, you may be accused of misrepresentation and possibly get barred for 5 years.
So, wait for her to land and then add her. Then, once you get an ITA, you can then see what kind of documents you can provide. For instance, she may not even have her PR card by the time. But as long as she takes all the usual actions following her landing (e.g. get a SIN, open a bank account), you can submit all these "proofs" and briefly describe the situation in your LOE.
