Should we get fingerprints for Canada

Hello, my husband got his request letter asking for his police certificates, so we got one for his home country (mexico) and one from the country where he spent most of his life since 18 (usa). But if he has been in Canada for more than 6 months (all visits put together) does he also need one from Canada? I have heard he doesn't need one and I've also heard he does. Can someone confirm with me if he needs to get One?
Another question... can IRCC continue processing the OWP if we haven't submitted the police certificates yet?

The OWP processing happens at a different office, separate from the PR app and does not involve the police certificates.
