Hello experts,

Someone is a bit confused about declaring information. someone has applied for Usa visit visa in 1998 and got rejected. Now if someone plans to apply for Canada visit visa, should someone declare that rejection as it's so long. Please advise.

Yes, or else face a ban for misrepresentation of 5 years. Canada and the US have access to each other’s immigration systems, so IRCC will have visibility on the refusal.
The question is “have you ever” not have you in the past XX year”. Never lie or omit information when dealing with IRCC.
